Law on accessibility of goods and services for people with disabilities comes into force in one month

In just one month, on June 28, 2025, the Accessibility of Products and Services for Disabled Persons Act (ZDPSI) will take effect, through which Slovenia is implementing EU Directive 2019/882. The aim of the law is to eliminate systemic barriers that people with disabilities still face in accessing everyday technologies, services, and information. Obligated entities will need to ensure that their products and services are designed and implemented to be accessible to users with various forms of disabilities.

The law imposes obligations across a broad range of products and services – from electronic communications, banking services, and audiovisual content to online sales and access to transport information. In practice, this means that digital infrastructure – websites, mobile applications, user interfaces – must be designed in compliance with the European standard EN 301 549, based on the internationally recognized WCAG 2.1 (Level AA). These guidelines require appropriate contrast ratios, alternative text for images, clear content structure, keyboard navigation support, and other technical and content-related adaptations.

The law places particular emphasis on the digital environment, where inaccessible websites still pose a serious barrier. Obligated entities will be required to act swiftly in case of non-compliance and provide appropriate adjustments. Enforcement will be carried out by the Market Inspectorate, and penalties for violators are foreseen.

Free access to standards on universal design

Free access to standards on universal design

The Rules on Universal Construction and Use of Buildings define, as mandatory professional references, the standards SIST ISO 21542, SIST 1186 and SIST EN 60118-4. Although these standards are normally paid in the SIST online store, since 2025 the state finances access to all standards that are introduced exclusively through legislation, so they are available free of charge to Slovenian economic operators.
