Accessibility Means More Than Removing Architectural Barriers

When discussing the accessibility of the built environment, the first things that usually come to mind are ramps, lifting platforms, elevators and accessible toilets. While these adaptations may be essential, they alone do not ensure that a building is truly accessible to all users.

An accessible environment can only be achieved when the planning, furnishing, renovation and management of a building are approached holistically. This includes a professional assessment of the existing situation, the thoughtful removal of barriers, the design of continuous accessible routes, an appropriate wayfinding and signage system, and access to all services. Throughout this process, the diverse needs of persons with disabilities must be taken into account.

In this article, we focus on the three main groups of users defined by legislation for whom universal design of the built environment has a particularly significant impact on independence, safety and social inclusion.

Barrier-Free Routes Are Essential for Persons with Physical Disabilities

For persons with physical disabilities, accessibility means being able to move through a space independently and safely. Circulation routes and spaces should be free of thresholds, edges and other physical barriers, while level changes should be overcome not only by stairs but also by elevators, lifting platforms or ramps.

Doorways and spaces between furniture and equipment must be sufficiently wide to accommodate wheelchairs, walkers and rollators. Furniture and equipment such as tables, counters, switches, handrails, mirrors and other elements should be installed at appropriate heights and provide frontal access for wheelchair users. Adequate manoeuvring space should also be provided near doors to allow for opening and passage.

Blind and Partially Sighted Persons Need Clear Orientation

A building may be free of physical barriers and still remain difficult to use for blind and partially sighted persons if orientation within the space is not simple and intuitive. Independent use of a space depends largely on the ability to perceive and navigate the environment safely.

This can be achieved through clear circulation routes and a comprehensive wayfinding system that includes visual contrast markings, tactile floor indicators, raised signs and Braille signage where appropriate. Adequate lighting is equally important. Glare, reflective surfaces and uneven lighting conditions can significantly hinder perception and reduce safety for partially sighted users.

Deaf and Hard of Hearing Persons Need Accessible Communication

For deaf and hard of hearing persons, the greatest barriers are often inaccessible information and difficulties in communication.

In areas where communication takes place, such as information desks, reception areas, lecture halls or meeting rooms, good and even lighting is essential. It enables lip reading and allows users to perceive facial expressions and sign language more effectively.

A quiet environment and assistive listening systems that can connect to hearing aids are also important. In official procedures conducted by public authorities, deaf persons must also be provided with access to a sign language interpreter.

Accessibility Cannot Be Achieved Simply by Purchasing Equipment

In practice, the greatest challenge is often not the acquisition of accessibility equipment but understanding its purpose and ensuring its proper use. Hearing loops, tactile signage or accessible information counters do not improve accessibility if staff members do not know who these adaptations are intended for, how they function or how to provide appropriate support to users.

For this reason, regular staff training on the needs of persons with disabilities, the proper use of accessibility features and appropriate communication with users is just as important as physical adaptations themselves. The attitude and preparedness of staff often determine whether the user experience is genuinely inclusive.

Accessibility Is a Process, Not a Checklist

Accessibility cannot be achieved simply by installing a few pieces of equipment or by complying with a set of technical requirements. It is an ongoing process that involves spaces, information, services and people.

Only the combination of a well-designed environment, accessible information and well-trained staff can ensure that all users are able to access and use public spaces and services independently, safely and on an equal basis.
