About the ZIMI Amendment on the radio programme Studio at 17:00

A perspective from institutional representatives and disability organisations on the changes to the law

On the International Day of Persons with Disabilities, we participated in the radio programme Studio at 17:00, where we discussed the accessibility of public-use buildings and the changes introduced by the amendment to the Act on Equalisation of Opportunities for Persons with Disabilities (ZIMI). The programme featured:

– Tanja Dular, Secretary at the Directorate for Persons with Disabilities at the Ministry of Labour, Family, Social Affairs and Equal Opportunities,
– Mirjam Kanalec, President of the Ljubljana Region Paraplegics’ Association and Vice-President of the European Paraplegic Association,
– Miha Lobnik, Advocate of the Principle of Equality, and
– Igor Miljavec, President of the Intermunicipal Association of the Blind and Partially Sighted Nova Gorica.

ZIMI – Assessment of Non-Feasibility of Accessibility Adjustments

The Assessment of Non-Feasibility of Accessibility Adjustments must be prepared for each publicly accessible building by 13 July 2026 and must, together with supporting documentation, demonstrate the reasons why specific accessibility adjustments for persons with disabilities have not been implemented. It includes basic building data, already implemented measures, a precise definition of non-feasible measures with evidence, and justifications (technical infeasibility, safety reasons, disproportionate burden, or heritage protection), as well as consideration of alternative ways of ensuring access to services.
